		<description><![CDATA[Talking about &#039;islands of excellence&#039; such as Gangtok, by definition very few and far between, what comes to mind imm  is the &#039;Notified Area&#039; of Jamshedpur, seat of TISCO &amp; TELCO (now Tata Motors). One has to go there to see and experience the difference!


Every successive govt in Bihar has gone hammer &amp; tongs at the Tatas to &#039;do something about&#039; this island of excellence sticking out like a sore thumb in the middle of a political, administrative and civic chaos that is (or was....till very recently?!) the rest of Bihar. The politicians&#039; predicament was very understandable!!!	


By sheer luck &amp; tenacity on the part of the Tatas, and thanks to a complex judicial-administrative technicality about the &#039;Notified Area&#039;, which loosely translates to some kind of a &#039;Jagir&#039; given to the Tatas by the Crown in British India, the city has BRAVELY held out against the marauding political hordes of Bihar....at least thus far!   


The city of Puduchery (old Pondichery) comes a close second!
